I’m Artem Shvab — a senior delivery manager and programme lead with more than 20 years of experience across banking, fintech and UK government digital services.

At Raiffeisen Bank, I owned the programme budget, chaired SteerCo governance and reported directly to C-level executives. When Russia launched a full-scale invasion of Ukraine in February 2022, I led the migration of the bank’s critical infrastructure to cloud in 90 days — protecting client data and money, maintaining 99.9% system uptime throughout the wartime period, and delivering €7M in operational cost savings through migration, vendor consolidation and decommissioning of on-premises infrastructure.

Alongside that, I rebuilt the bank’s change governance — replacing ad hoc email-and-phone approval chains with a structured platform: auto-approval for minor low-risk changes, dependency-driven CAB for changes with wider system impact, and full statistical reporting on change-related incidents and unplanned downtime. Change processing time: 5 days to one.

At Norfolk County Council, I lead a digital transformation programme — managing a team of designers and developers, delivering 18 legacy website migrations in 12 months, and improving resident digital engagement by 40%.
